Hometown Hero: Cecilia Vicil-Deynes

U.S. Army Sergeant First Class (SFC) Cecilia Vicil-Deynes was born and raised in Puerto Rico, and she enlisted in the U.S. Army in April 2012 as a Financial Technician. Her first duty assignment was with the 398th Financial Management Support Detachment (FMSD)at Fort Buchannan, Puerto Rico.

In March 2015, she deployed to Camp Bondsteel, Kosovo, in support of Operation Joint Guardian, serving as a Commercial Vendor Service Technician responsible for processing purchase orders and goods receipts to ensure timely payments for contracts. After returning to Puerto Rico in March 2016, Cecilia served as a unit instructor and armorer, later becoming the lead financial instructor for the 389th FMSD.

In September 2017, Ceclia was activated in support of Defense and Civil Operations for Hurricane Maria, playing a critical role in coordinating aid and distributing resources to affected communities. She was promoted to the rank of Sergeant in December 2017 and served as a Training NCO, Physical Security Officer, and Military Technician Liaison for the 398th FMSD, overseeing training courses, risk assessments, and unit administration.

In June 2019, Ceclia soon earned a Bachelor of Social Science in Psychology from the University of Puerto Rico. She was then assigned to the 335th Signal Command as a Senior Budget Analyst. From there, Cecelia deployed to Camp Arifjan, Kuwait, in support of Operation Enduring Freedom.   

In July 2020, Ceclia was assigned to the Military Intelligence Readiness Command at Fort Belvoir, VA, as a Budget Analyst. She assumed duties as the Resource Manager and NCOIC for the Command’s Operations and Maintenance Appropriations Team, ensuring 100% audit readiness for $24 million in transactions annually.  Today, SFC Vicil-Deynes is a student in Syracuse University’s prestigious Defense Comptrollership Program, where she is pursuing dual master’s degrees in business administration at the Martin J. Whitman School of Management and public administration from the Maxwell School of Citizenship and Public Affairs.
