Colonel (R) Robert P. Lowell has served as the Senior Legal Advisor for the U.S. Army Element Joint Reserve Unit, U.S. Atlantic Command, Norfolk, Virginia since 1995. In his civilian occupation, he is the Senior Attorney for the Office of Federal Operations, HQ, U.S. Equal Employment Opportunity Commission in Washington, D.C. He develops and implements policy, regulations, and directive guidance on the adjudication of employment discrimination complaints. He has served in the military for over 30 years and practiced law for over 26 years.
Colonel Lowell graduated from Syracuse University with a degree in social sciences and was commissioned through Army ROTC in 1968. He earned his law degree from the State University of New York at Buffalo in 1972 and entered active duty in the Judge Advocate General’s Corps. His initial assignment was to Ft. Meade, Maryland where he served as a defense counsel, claims advocate judge, and Chief of the Claims Branch from 1972-1976. Colonel Lowell joined the U.S. Army Reserve in 1976. His reserve service is highlighted by deployment to Operation Desert Shield/Desert Storm as Chief, Contract Law Branch, OSJA, 22d Support Command, Dhahran, Saudi Arabia from 1990-1991. His military decorations include the Bronze Star; the Defense Meritorious Service Medal, the Meritorious Service Medal with Oak Leaf Cluster, the Army Commendation Medal with three Oak Leaf Clusters, the Kuwait Liberation Medal, and the Southwest Asia Service Medal.
Colonel Lowell served as a civilian attorney with the Department of the Army from 1976- 1984. From 1984-1985, he served as an Administrative Judge in the Equal Employment Opportunity Commission’s Baltimore District Office. In 1985, he became a Senior Attorney at EEOC headquarters and has continued to serve there.
He is married to the former Cynthia Baker. They have one daughter, Stephanie. They reside in Ellicott City, Maryland.
